At the risk of perpetuating grossly-inaccurate ethnic stereotypes, in my experience, the Japanese are crummy drivers.
Granted, a lot of that probably stems from the fact that, aside from their major highways, the roads are far narrower than we over here would think necessary. Some residential areas have single-lane "streets" that suddenly gradually become walking paths, without warning forcing you to back up a hundred yards. And for the privelege of trying to operate a motor vehicle under those circumstances, the Japanese pay several hundred dollars for a driver's license. A lot of young people wait until they're about out of college before they even start the process.
